The commutative property of addition states that we are able to add numbers in any order. In mathematical terms this is shown as a+b = b+a.
Here the CP allows you to rearrange the problem like this: -6x+8x+10=12-4x.
This way we are able to see that there are two of the same variable, x, on the left side of the equation and so we can add -6x+8x : 2x+10=12-4x
You would then want to manipulate the equation to get both X variables on one side and the numbers on the other in order to solve for x:
2x+4x=12-10
6x=2
X=2/6
X=1/3
