Reference frames where Newton's laws hold are called Inertial.
Reference frames where they don't hold are called Accelerated.
An example of an accelerated reference frame is the reference frame of a person on a rotating merry-go-round. To a merry-go-round rider, an object that has no net force acting on it will appear to take a spiral shaped path instead of a straight line.
