A federal resume will include other sections than the common 5 of general resumes (contact, objective, education, experience, skills). This includes a complete section at the end where you mention "additional information," as well as a "language" section, an "accomplishments" section, "coursework", "awards", "certifications," "volunteer/internships" (noting how many hours a week), and finishing with "references" (at least 2-3).
Chances are, if you are applying to USA.JOBS, you will need a federal resume.
