How do you know when 30 minutes is up?

You have exactly 30 minutes to get out of a room. All you have is a 9 minute hour glass and a 13  minute hour glass to count off exactly 30 minutes.

Let's see:  after the 4 last minutes of the 13-min timer, the 9-min timer has 5 minutes left, doesn't it?

At the time the first 13 minute timer finishes there will be 4 minutes of sand on the bottom and 5 minutes of sand in the top of the 9 minute timer.  Once you turn the timer over, the four minutes of sand is now in the top, and can now count out 4 minutes.

actually "the 9 minute timer has four minutes elapsed" and 5 minutes left, so 31 minutes will elapse.
