Yes, they are the same. 1000mg of med in 5ml of solution is the same as 5ml of solution containing 1000mg of med.

Well... is there a typo? Did you mean to ask if 1000mg/5ml is equal to 5ml/1000mg?
If so, then yes, because you're talking about a proportion or ratio. It's like saying that 1 car can fit 5 people; 5 people can fit in 1 car.
This is different from saying 42/6 = 6/42. That isn't true.
What makes the difference? The units of measurement, the mg and ml (or cars and people), indicate that you're talking about a proportion or ration and not about two pure numbers.
