is 1000mg/5ml equal to 5mg/1000mg?

In the first ratio the denominator is in "ml."
In the second ration the denominator is in "mg."

Glad my assumption was correct.  : )
 
By the way, if it had been 1000mg/5mg = 5mg/1000mg (that is, both in mg units), there would have had to be some other difference. For example, it could be 5 mg of concentrate in 1000 mg of solution or 5 mg oil in 1000 mg water.
