Neil, there are a few ways to do this, but the easiest is to remember that slope is rise/run, or change in y/change in x.
Since the slope is 2/3, this means that our y changes by 2 and the x by 3. The changes can be both positive or both negative.
What does that mean? We can take (0,4) and add 2 to the y and 3 to the x, ooooor, we can subtract 2 from the y and 3 from the x.
Remembering that a point is written as (x,y), we do 0 + 3 = 3 and 4 + 2 = 6, so another point is (3,6).
We can continue from that point and do the same, or we can subtract from (0,4). 0 - 3 = -3 and 4 - 2 = 2, so another point is (-3,2).
Let's take our two new points. (6 - 2)/(3-(-3)) = 4/6 =2/3, which is our given slope.
