Hi Leena--
One is a dilation of the other assuming that the change in size is proportional on all sides and the angles stay the same.
So for example, if your shape is a rectangle with sides of 3, 4, 3, and 4, and the second shape is 6, 8, 6, and 8, then yes it's a dilation because you multiplied each side by 2 ("Dilated by a factor of 2") and the angles did not change.
