Hex, binary, and & decimal scenario

The representation of a number using a certain base, or any base, could be very long if the number is large. Computers due to its limited storage space, always use a certain amount of space (a certain number of bits) to represent a number, which means that computers can only represent a certain range of values. Some old computers once used a space of 18 bits to store an integer number. What is the range of values that this space can represent? What are the smallest and the largest values that can be represented? What are their binary representations and their decimal representations?
