First solve one of the equations for y
4x-y=3
-y=3-4x
y=-3+4x
then substitute -3+4x for y in the other equation.
9x-2(-3+4x)=8
9x+6-8x=8
x+6=8
x=2
substitute 2 for x in either equation and solve for y
9(2)-2y=8
18-2y=8
-2y=-10
y=5
check--
4(2)-5= 3
8-5=3
and
9(2)-2(5)=8
18-10=8
8=8
