In this problem, we are given the distance that someone has run and the amount of time that it has taken them to run that distance. If we are looking for the rate at which they were moving, we are looking to find the distance per amount of time that they traveled. In other words, we are looking for their speed, which can be expressed as distance/time.
Rate = Distance/Time
Rate = (13.5 miles) / (2 hours)
Rate = 6.75 miles per hour (miles per hour can be abbreviated to mph if necessary)
