There is no other restriction on values of x.
x=-2 is the only value of x that makes the fraction undefined,
as you can't divide by zero.
Maybe what you're looking for is a restriction on y or f(x) = (3x+1)/(x+2).
The asymptotes are x=-2 and y=3. Graphically x never = -2 and y never = 3
try to solve the equation (3x+1)/(x+2) =3
it leads to 3x+1 =3x+6
a contradiction 1=6
there is no real value of x that could make (3x+1)/(x+2) = 3
there is a "surreal" value, x= + or - infinity that solves the equation,
but you can only approach infinity, and never reach it.
