9x + 3y = 6
3y = -9x +6
y = -3x +2 is a line with slope = -3
the slope = the coefficient of the x term when the equation is solved for y
any parallel line has the same slope, but with a different y intercept, not equal to 2
y =-3x + b, plug in the point (5,3) to find the different y intercept
3 =-3(5) + b
b = 3-15 = -12
y =-3x -12 is the parallel line through (5,3)
