The tricky part of this question is to realize that "x" is a difference in years. As the problem says x is the year since 2000. Because of this problem is asking for the tuition for one year in 2020, the value of x is 2020-2000 = 20 years.

Then, the tuition for one year at year 2020 is:

T = 1/8 x +9 = 1/8 (2020 - 2000) + 9 = 1/8 (20) + 9 = 11.5 Thousands of dollars
