Hello Raigan,
You're told y = w(x)
The phrase "the value of y when x = -7" also means "the value of w(x) when x = -7" because, again, y = w(x)
What is the value of w(x) when x = -7? It is w(-7), which the problem tells you equals 9 [ w(-7) = 9]
Therefore: the value of y when x = -7 is 9
