x = 5y is the perpendicular line through the point (10,2)
10 = 5(2)
5y=x
y = x/5 = (1/5)x where 1/5 is the slope
the given line had slope = -5. take the negative inverse to get the slope of the perpendicular line. -5 = -5/1. flip it upside down and change the sign to get +1/5 = slope of the perpendicular line
