y=-x/4 -3
standard equation for a line in slope intercept from is y=mx+b
where m=slope and b = the y intercept
if m=-1/4 and b=-3
then y= (-1/4)x -3
or y=-x/4 -3
the graph is a slightly downward sloping line going through the point (0,-3)
you could also find the x intercept by setting y=0, then -x/4 -3 =0, x/4=-3, x =-12, which is the point (-12,0)
plot those two points, (0,-3) and (-12,0) connect them with a straight line. Extend the line beyond those two points and put an arrow at the end of each end of the line segment to indicate the line goes forever in both directions.
