To organize the line plot, the "category" goes on the horizontal axis which is a number line and each occurrence of the category goes above it as a dot. In this example, you are organizing the bags by weight so the increments of the horizontal axis are going to be 2, 4, and 8 lbs. There are 8 8-lb bags, 4 4-lb bags, and 4 2-lb bags. To show this on your line plot, you would have 4 dots above the 2-lb increment to show 4 bags, 4 dots above the 4-lb increment to show 4 bags, and 8 dots above the 8-lb increment to show 8 bags. Don't forget to label and title the line plot!

For the second question of finding the average weight of the bags, you are going to sum the weight of each bag and divide it by the number of bags! So that would be [(8 bags x 8lb) + (4 bags x 4lb) + (4 bags x 2lb)]/[8 bags + 4 bags+ 4 bags]
