Which of the following, if any, are statistical questions?

Yes, #2 is statistical. Think about it this way. How would you go about answering these questions?

For #1, you would simply have to identify the largest parking garage in Chicago, and then find out how many floors it has. Easily Google-able, no experiment required.

For #3, all you have to do is find the gas station receipts or bank statements and do some quick arithmetic to find out how much money the family spends on gasoline.

Question #2 requires some sort of experiment or study to find out. The answer isn't easily find-able without doing some sort of observation or interviewing.
