y=(1/2)x -3 is the parallel line through the given point
to be parallel it has to have the same slope. the slope is the coefficient of the x term, when the linear equation is solved for y. the general form of the equation is y=mx + b, where m= the slope and b is the y intercept. The given point is the y intercept. (0,-3) is where the line crosses the y axis. b= the y coordinate of the y intercept
m=1/2 b = -3
so y = mx + b becomes y= (1/2)x -3
This all assumes you really meant y=(1/2)x-4 and not y=1/(2x)-4. When you write y=1/2x that's technically y=1(2x) which makes the equation a hyperbola, not a line.
