You would want to divide the amount of bags by the number of pounds per bag, so 135 divided by 5 1/2:
26.56 bags, but round up to get a full number of bags, so 27 bags.

total weight = 135 pounds
weight for each bag = 5 1/12 pounds
number of bags = 135/ (61/12)
= 135 x 12/61 = 26.56
which means 26 full bags + 1 more bag for .56 pounds
i.e. total number of bags = 27.
