x+5y =35

5y = -x + 35

y =-(1/5)x + 7 the slope = -1/5, any perpendicular line has slope which is the negative inverse = 5

y=5x + b, to find b plug in the point x=-2, y=-6

b = 4 = the y intercept of the perpendicular line

y=-5x + 4 is the perpendicular line through the given point
