I know the slope is 7 but I am not sure how I am supposed to set it up! Please help!

y = 7x -2

a line perpendicular will have a slope that's the negative inverse, -1/7

y = (-1/7)x + b. plug in x=1, y=3 to solve for b

3 =-1/7 + b

b = 3 1/7 = 22/7

y = (-1/7)x + 22/7 in slope intercept form

or

multiply by 7 to get

7y = -x + 22

x+7y = 22
