someone explain this question for me plssssss

Sasha has a number of bills in his wallet totaling $50. If his wallet has at least 1 single, 1 five-dollar bill, 1 ten-dollar bill, and 1 twenty-dollar bill, then what is the range of possible bills he can have in his wallet?

But the question is asking for range of the numbers...and the answer sheet says it's 23. But I just don't get the work for it..

If by "range" the questioner intended the difference between the maximum possible number of individual bills and the minimum possible number of individual bills, Jon S. has analysed it for you, it's 18 for the first assortment, and 9 for the second assortment. Range of 9. Somewhere around $62 in the wallet the range might approach 23. Not worth working it out, though, is it?
