b = -4

y=2x-4 is the line parallel and through the given point

y=(-1/2)x + b

-2 =(-1/2)(1) + b

b = -3/2

y= (-1/2)x -3/2 is the line perpendicular and through the given point, or multiply by 2 to eliminate the fraction
