Typically an electrical meter is not considered a load. It is designed to measure voltage, current or maybe resistance in Ohms. If you were trying to measure the load some portion of a circuit was presenting to the rest of the circuit, you could use a current meter to measure the current that section of the circuit was using. That could be considered measure the load.
