A line uses the equation y=mx+b, where b is the y-intercept and m is the slope.
A point is always given in this form (x,y). Your point (-2,0) is in this same form.
We have been given an x (-2) and y (0) point, and we have also been given the slope (2/5). We don't have "b", which is needed.
We will plug what we were given into the equation of a line, and solve for b.
y = mx + b
0 = 2/5 (-2) + b 2/5 (-2) = -4/5
0 = -4/5 + b
4/5 = b
So the equation of a line that passes through point (-2,0) will be: y = 2/5x + 4/5
