I'm guessing you meant "Find 4 more than the quotient of 9 and 2". A quotient is a division, so the quotient of 9 and 2 is 9 divided by 2, or 9/2. To get 4 more than that, just add 4:
9/2 + 4
Now 9/2 = 4.5, so 9/2 + 4 = 4.5 + 4 = 8.5.
