10 increased by something to get -15 means the something is -25, 10+(-25)=-15. It's a little imprecise to say a number is "increased" when you get a smaller number as the result.
The something is "the quotient of a number and 2." That could mean -25 = x/2 where x is the number, 2 the divisor and x/2 the quotient. Then x=-50
But the phrasing is a little unclear. Quotient is what you get when you divide a number by a divisor. It could mean -25=2/x where x is the divisor. Then x=-2/25
Maybe someone else can make better sense of the problem.
