Are perhaps meaning that the absolute value of x (aka |x|) is 16? Absolute value, represented by two vertical bars, one on each side of the "x", means that we just consider the value of the number and disregard the sign. So |-16| = 16 and |16| also = 16.
So either x = -16 and y = 16 or x = 16 and y = -16 because, in either case |x| = 16 and |y| = 16 and x + y = 0
