A parallel line has the same slope has the line of interest. What is the slope in this case? It's the value right before the x-term, which is -2.
We know the formula for finding the equation of a function is y - y_1 = m(x-x_1). In this case, we are given m = -2 (the slope, as discussed above), y_1 = -1, and x_1 = 1. Plugging in and doing some algebra:
y - y_1 = m(x-x_1)
y - (-1) = -2(x-1)
y + 1 = -2x + 2
y = -2x + 1
