Imagine you're at the store and want to buy some chips. You can buy 4 bags of chips for 6 dollars. When the question asks you for the cost of EACH bag it is saying "how much money would it cost to buy just 1 bag?"
In this case there are 4 bags for $6, but if you only wanted to buy 2 bags the cost would be $3. Similarly for just 1 bag the cost would be $1.50.
A way to write the expression mathematically would be 6 divided by 4 is 1.5, or 6/4 = 1.5
