Diana, yes, we all find the wording confusing. If we imagine that they really meant
You are going to mix a gallon bucket of window cleaner. The instructions direct you to mix 1 part concentrate to 3 parts water. How much concentrate will you need to use?
it would be clear that the answer is 1/(1+3) gallons, which is how much in English measure? Do you know your fractions of a gallon?
