The question is ambiguous as tutor Mark M. commented.

An interpretation could be, if the frog climbs 7 feet per hour, but also rests every hour and loses 2 feet, than the frogs true speed of climb is 5 feet per hour. Then, the time it would take the frog to climb out, would equal the total depth of the well (60 ft) divided by the speed the frog climbs (5 ft/hr):

60 ft / 5 ft/hr = 12 hours
