This is a matter of personal choice. Most polite people shall calculate the tip on the original amount of the meal.
x represents the original amount
0.8x represents the after discount amount
0.2x represents the tip on original amount
0.8x + 0.2x = 24
x = 24.
Now let's suppose that the customer is a cheap skate and tips on the discounted amount.
x represents the original amount
0.8x represents the after discount amount
0.16 represents the tip on the discounted amount
0.8x + 0.16x = 24
0.96x = 24
x = 25
The problem is an example of an "authentic assessment" that does not consider reality.
