GIS development can be simply explained, for example, as the process of expanding the GIS system from a single use application into multi-user environment where others can access, view, edit and even contribute information to a GIS system using "tools" such as public facing "Web-Based GIS Viewers", iOS and Android mobile apps or related technologies. The GIS development is usually managed by a GIS Coordinator or manager, who oversees the work of an individual or team of developers who create rich interactive data visualizations with technologies such as ArcGIS APIs and SDKs in 2D or 3D. These "GIS Developers" usually have multiple skills such as coding, programming, application development.
