The way I read it, the number is between (not equal to) these numbers:
12*14 = 168
and
390/2 = 195
"multiple of 7 and even" means multiple of 14.
13*14 = 182
14*14 = 196 (too large)
I think the answer is simply 182. (Note also that the wording implies that there only one number that meets the criteria......"Who am I"

To be a multiple of 7 and even, then I must be a multiple of 14. Obviously, I can be 12.
I can also be a multiple of 14 and below 390/2:
390/2 = 195 = 14*13 + 13. Hence, I can be 13 also.
