Your question does not make sense...which equation is the starting point? And what is the significance of the other equation?
If you start with one equation, then you can find the line that is perpendicular by taking the negative reciprocal of the slope.
If your starting equation is y = 5x + 47:
This is already in the "slope-intercept" form, so the slope is +5. The perpendicular line will have a slope of -1/5, and the equation will be y = (-1/5)x + b.
To find b, plug in the x and y values from the given point.
