Math question stumped

Using regrouping, 21 ones are regrouped as 1 ten and 2 ones.

I feel like I know what. I need to do but the math doesnt add up.

21 ones are regrouped as 2 tens and 1 one. For each group of 10 ones, you have 1 ten. So, since you have

21 ones, you have 2 groups of 10 ones ( or 2 tens) and 1 one.
