It's not clear from how you wrote it, what the original expression looks like.
Is it √(2x + 2) - 3 = 15?
If so... In order to use the technique of squaring both sides, you have to get the radical by itself on one side.
So first add 3 to both sides to get rid of the -3 term.
That gives you
√(2x + 2) = 18
NOW square both sides:
(2x + 2) = 182 = 324
2x + 2 = 324
Solve the rest of the way:
2x = 322
x = 161
