GIS is a tool that bridges the back-end data with the visualization of the data through a map. The back-end data is often just numbers with no visual aspect to it. GIS processes that data and provides a spatial reference to the data. This allows developers to see how the data looks like on a map and to perform any necessary edits to the data to ensure that when it gets released it looks correct on the User Interface (aka Google Maps).
