It depends on your background and degree. If you've worked/studied GIS and have a degree that is related to GIS (e.g. Environmental Science, Forestry) then no it is not worth it. If you've never worked in GIS before then a certificate may be well worth it.
My rule of thumb is that if a hiring manager reads over your resume and can believe your claims to working with GIS then you do not need a certificate. A lot of GIS skills are learned on the job or can be self-taught.
