It depends on your project. Generally speaking GPS and GIS is very important as it provides Engineers with accurate geographical data. Some of these geographical data are placement of pipelines, location of points of interest, elevation contours of the project area, and etc.. Engineers though seldomly do data collection for GIS and even rarer for them to do geoprocessing.
