One clipboard manager that supports copy by selection and paste by middle-click on Windows is called Parcellite. It is an open-source program that runs on Linux and Windows.
To use it, you can install it using a package manager or download the binary from the Parcellite website. Once installed, Parcellite runs in the background and saves anything you copy to the clipboard. You can access the clipboard history by clicking on the Parcellite icon in the system tray.
To copy text by selection, simply select the text you want to copy and Parcellite will automatically save it to the clipboard. To paste the text, you can middle-click the mouse wherever you want to paste it. You can also use the usual keyboard shortcuts for copy (Ctrl+C) and paste (Ctrl+V) if you prefer.
Overall, Parcellite is a simple and lightweight clipboard manager that supports the X.org way of copy/pasting by selection/middle-clicking.
