This depends on your budget and exactly what type of "disaster relief management" you are trying to perform. If money is no object, and a user is required to perform advanced geospatial analyses, then ESRI's ArcMap or ArcPro software will provide a medium through which a user can perform many different types of GIS related functions. If on a budget, software like Google Earth Pro and ArcEarth can allow users to import data from various sources and create simple cartographic products in order to help support disaster relief.
