We need to fill in the blanks with +, −, ×, or ÷. I know 12 + 3 = 15 and 15 ÷ 5 = 3. I also know that 7 − 2 = 5. So, let's try
(12 + 3) ÷ (7 - 2)
Order of operations says (12 + 3) ÷ (7 - 2) = 15 ÷ 3 = 3. It works!
