Why do we learn chain survey when we already have GPS GIS technology?

We learn how to perform chain survey's first because this is the most simplest form of surveying. In fact, most of the first surveying done throughout the United States was done this way. Allowing for a better understanding of the basics of surveying allows one to ultimately not rely on electronic devices such as GPS.
