You absolutely can! I was actually in that boat, having no real programming experience before college. Most universities do not expect you to know much programming before, and the intro level classes will catch you up to speed. I actually have aced all of my computer science classes and have struggled more with the electrical engineering classes, despite having no coding experience and plenty of physics experience. Everyone has different inclinations, but you can certainly make up for any lack of experience with hard work.
Don't let anything stop you from getting a head start now, though! There are tons of resources online to learn the basics of programming easily.
