Try setting up equations based on the information you know.
The first can be found from the fact that the width is two thirds of the length. That is, w = 2/3 * l.
What is the next equation to set up? Note that 290 feet of fence encloses the garden. The garden is presumably a rectangle. So that means that the perimeter is 290 feet. Perimeter is equal to the length around the edge of the garden. Do you recall the formula for perimeter?
Once you have that formula and w=2/3 * l, you should be able to use substitution to solve your problem.
