-A great way to approach this problem is by drawing a picture. Takes a little time, but it is a solid strategy.
-You'll want to draw a rectangle that is relatively scale (make your lengths as close to twice as long as your width as you can).
-Now, you know that there needs to be a post at each corner. Draw that in.
-Now, looking at one of your widths: recognize that one of the posts is going to be at 0. Three feet in from that post is where your next post will go. Three feet from there (actually 6 feet) is where the next post will go. Three feet from that (9 feet) is where your final interior width post will be placed. Repeat for opposite side.
-Now, looking at one of your widths: recognize that one of the ends of that width (where a corner post is) is going to be at 0. Repeat the same process for the lengths of the garden.
-By the end you should have eight segments for each length and four segments for each width.
-You should have placed 24 posts.
