Okay, if you are only given x=something or y=something, you are dealing with unique situations. For x=19, x is always 19, regardless of what y is. This (and any x= situation) represents a vertical line, this one at x=19. The slope for all vertical lines is "undefined", as you are dividing by 0 if you use two points on the line.
For y=2, you are dealing with a horizontal line, at y=2. This one does fit your y=mx+b format, but m=0. The slope of this line is 0.
All vertical lines are parallel to each other, as are all horizontal lines. If you have one of each, as you do above, those lines will be perpendicular.
